SIAP: Why did Penn State win the tie break with RU?

Three teams tied at 7-13.
Illinois beat us head to head in the one game we played, but we split with Penn State.
What was the reason Penn State beat us in the tie break?
 
Usually a 3-way tie goes to head-to-head among the three teams. RU: 1-2 Illinois: 1-2 PSU: 3-1

After settling that they either went back to the RU/Ill H2H to break that tie or they went to the next criterion which is best win. Illinois beat MSU.

Indeed, State Penn swept Illinois. If one of those damn shots went in Wednesday things look a lot different tonight.

Penn State also beat Michigan, better than any win we had.

Exactly. Even if the head-to-head numbers were the same for RU, PSU and UI, PSU would still win because the next tie breaker is performance against the conference's top teams. PSU not only beat Michigan, but they also beat Maryland. Those are two wins better than our best.

Actually I think it's just the best win overall, which Illinois would get with a win over the #1 seed.
