What is the official NCAA rule about transfers?

Could Flood have gotten a few DB's from junior colleges last week,or do they have to be enrolled in classes by a certain date?Or is it best to go with true freshmen of our own who know our defense?
 
If there are ships available, you can add them immediately.....what I believe is the case for the dismissed students..... they still count towards the scholarship count for this semester or season regardless.
 
It's hard enough getting JUCO's into RU over the spring or summer. Getting them in here quickly, during beginning of the fall semester, forget about it.

Exactly, all the good players (JUCO and Transfers) were taken long ago...back in the Winter / Spring.
I am sure KF and Rossi are looking for CB transfers and JUCOs right now for next season.
 
At this point adding JUCO's is a waste of time, even if you found a great corner who was smart enough to absorb the defensive schemes relatively quickly, there would still be a significant lag to get someone on the field that would actually be better than what's available. Plus JUCO's are JUCO's for a reason. Given what's gone on I don't think anyone wants to jump into the deep end of the pool without a thorough vetting of character, academics, and fit. Best case develop what you have and hope they grow up fast.
 
You have to have to graduate with an associates degree from a Juco before you can transfer to a 4 year college. If a kid is still at a Junior college in late August he obviously doesn't have the credits to graduate and wouldn't be able to enroll at Rutgers for the fall semester.
