Correct, from the text on my renewal page:

50% of your invoice for your Tickets, Parking and Knight Kushions is due Feb. 28th 2016. If you opt to pay half by that date, you will be automatically charged the 2nd part of your invoice on April 30th 2016.
IMPORTANT
In order for your account balance to be paid in full, you MUST satisfy the payment for your Rutgers Scholarship Fund (RSF) Gift by April 30th, 2016. Failure to do so, will not qualify you for the Priority Point Seat Upgrade Allocation process, or the Priority Point Parking Allocation Process. It could also result in a delay of receiving your Football Season Tickets. For questions pertaining to your Seat gift, please call Athletic Development at 848-932-7629.
Please refer to page 12 of the R Fund Donor Guidebookto ensure you are eligible to receive your parking request for the 2016 season.
