CBS has been the network of College basketball for decades. Seems to have a little more prestige than Fox

CBS puts on a good college basketball broadcast so yes it would be cool to see Rutgers get coverage there.

Ultimately I think the main “goal” is to be desired for, selected, and delivering huge rating results on prime time major network broadcasts much more often

They did... over 40 years ago.

NBC ruled the roost. Enberg, McGuire, and Packer were the best college hoops broadcasting trio in history. They were on the mic for the biggest college basketball game ever: Michigan State vs. Indiana State in 1979.

CBS became king in 1982.
