PSU as an institution made the commitment to big time football in the 1960s. They provided the financial resources which resulted in consistent winning. The winning over decades has created the strong fan support. RU as an institution did not make the investments necessary, they gave it lip service only. It’s been an uphill fight once RU decided to go to big time football. No established winning legacy has resulted in a less committed fan base.No, because Penn State fans have always cared about winning football games while our fans have always paid lip service but nothing more.
