I noticed in the Gulf Coast Showcase program that well over half the USF team are foreign born.

Can someone summarize for me how foreign player recruiting works?

How are good-fit players identified and recruited by a program?

I think a lot of international countri s have juco like programs. Not to mention there are national teams at different age levels that are likely scouted, think things like U17 or U21 teams

Also, connections. USF has had a lot of foreign players, so they probably have contacts. IIRC, Carolyn DeRoose steered a Belgium player to RU years back. Out here in AZ, Coach Barnes' husband coached overseas, her husband's father is actually even more well known as a coach in Europe, so - connections.
