why doesn't someone go through the top 20 recruits in NJ over the last 10-11 years and put a % on the number of guys in the league that stayed at RU or went out of state?

No, I am talking about the tweet where he implied that kids that leave the state do better than kids that stay in the state. Well, this may or may not be true. What % of kids that stayed in state did well and what % that went out of state did well as represented by playing in the NFL. Not a perfect picture as many can have great CFB experiences but not have the ability to go to the next level. One could look at the top 20 kids each year in NJ and see what % went pro and then do the same thing with the % of RU kids that went pro.No, I think to comprehend the full nature of the problem one needs to expand that to include the last 50 or 60 years. That should illustrate the full nature of the problem Rutgers is facing in recruiting the elite players in New Jersey....no matter who is the head coach or recruiting co-ordinator.

I happen to think, his tweet is flawed but don't have the data to support.
Madhat1, here's the difference. Walker said he can represent Nj, even if he leaves. There was nothing derogatory about either the state or Rutgers, unless there's more than mentioned in the OP.
In comparison, Kali's said in reference to him now playing against Ohio State, "There will be blood on the field and it won't be mine." That looks like a challenge.
Can you see a difference? And even that didn't create the same number of responses. Players leave Ohio all the time for many programs, including Michigan. OSU fans actually like to bring up that Michigan wouldn't be as successful if not for Ohio raised players, and will mention them by name.
Outside of Kalis and Desmond Howard, you really don't see many negative responses aimed at the individual player who left the state. For Howard it is because of his "Heisman Pose" in the Game and some of his comments on ESPN. I'm not saying that some don't resent those who leave, but it's not a very loud voice.
