I think that's all that @Lawboy12007 was intimating...that maybe they just didn't do a good enough job to vet his background and/or character. Or perhaps they did 'enough' but sometimes that isn't always the easiest thing to gather from meeting someone and doing your due diligence. I agree with you that IF there was any prior history that can be an indicator but what if there was none? Not all potential bad apples have issues in the past.Hard for them to figure out he might be involved in something like this in the future based upon vetting him. Unless there were prior incidents, not sure how they could foresee this.
