PK rules for goalie - RU vs VA game:

On the first penalty kick for Rutgers - the goalie started behind the goal line (in the goal) and charged up as the Rutgers player approached the ball.

That seemed clearly against the rules to me. In fact the ref talked to the goalie and she did not do it again. Was the goalie wrong and shouldn't RU have been allowed to take that PK over?

Goalies must keep their feet on the goal line and not move until the ball is kicked. Referees allow them some leeway, particularly in the sideways direction. (Goalies always cheat, but must they be subtle so as not to exceed the referees level of tolerance.
