RU would not be making money in WBB regardless of the coaching salaries. As said above, programs don't make money - the most programs to make money in one year were 2 or 3, and that not often. There was a period where UConn did at least once or twice, Tennessee did for a while, and I think one other program, again, briefly.
It is a title IX thing, it is also a sport that has a respectable fan base, decent TV coverage and is popular among its fans. Just not as popular as men's sports.
