With his reputation for teaching quarterbacks, he would possibly have gotten both of them.
Just look at his resume.
 
T. Shea would have gotten all three QB's, what with Bill Walsh signing on as his OC who could have said No!
 
I believe Coach Shea did bring in one of our best quarterbacks ever. He was also one tough dude, with the punishment he took out there.

Not sure how highly McMahon was rated coming out of high school.
I think he was injured.
 
Whatever QBs Shea would have got they would have flunked out of school in two years.

+1. Shea actually had some really good recruiting classes to start, despite Mario "Hey Dude" Verduzco. However, like every other pre Bob Mulcalhy head coach, there was the lack of support from the administration. This caused guys like Kevin Sinclair, Jack Bloom and Tosh Riddick to have shortened careers at Rutgers.
