Nope. Will not be picked up locally:

Asked specifically if any consideration was given to the fact that a large portion of the Rutgers fan base will be shut out of watching the game in their homes, Pac-12 Conference vice president of public affairs Erik Hardenbergh told Gannett New Jersey, "Pac-12 Networks is available nationally on 75 cable, satellite and telco distributors, including the largest cable companies, AT&T and DISH."
Hardenbergh also said it "
is not possible with our media agreements" that the game will be picked up on a local broadcast station in New Jersey similar to what typically happens when the Giants or Jets play on NFL Network. Exclusive television rights are a valuable commodity.
Anyone expecting Rutgers or the Big Ten to intervene and make the problem go away is mistaken because hands are tied.
"It's not for us to control," Big Ten senior associate commissioner for television administration Mark Rudner told Gannett New Jersey. "It's a Pac 12-controlled game. They can have the game televised by whichever network partner they have and want. We have no rights to go out and try to sell it or market it."
Also shows the power of B1G and BTN:
The difference is that BTN is available in more than 60 million homes across the United States and Canada on basic cable and
another 30 million homes can opt in for an extra fee. All major cable providers carry the channel.
By comparison, the fourth-year
Pac-12 Network is in just 12.3 million homes nationwide and disgruntled fans are losing patience even within the six states that make up the conference's footprint.
