As long as there is no oversight body (for instance a commissioner) who regulates these types of issues when they happen (instead of 5 years after the fact)......the application of rules/punishments will continue to be a sham in college sports.

Big boy schools don't succumb to outside forces. They control their own destiny and make their own rules.
