when does Russo get his 3rd star?

if he was selected for elite 11 semifinal and he has camped well so far, when does he get his 3rd star? he is a state champion as a jr. with great stats and going to a big ten P5 school. what else must he accomplish to get his 3rd star? also when does rivals rerate the players? i think there a 2 times between now and final ranking. can someone enlighten me
