Can Carroo quit school and play in the NFL?

No and no NFL team will touch him at this point anyway.
He cost himself a lot of money.
 
Not asking if a would, but does he have the option, if he quit school, to sign on as an undrafted free agent this year? Would it be any different if Joe Schmo signed with a team that had open tryouts?
Maybe a package deal with ray Rice.

It is very unlikely that Caroo will ever play in the NFL

Maybe he did, maybe he didn't, but how in the world would we know without knowing what happened?

As far as if he could go pro, not the NFL. I believe he would have had to have been declared ineligible before the season and then gone in the supplemental draft which usually occurs in July. Any NFL experts here that can confirm this.

I still want to hear what the heck happened. I hope it isn't as bad as people are saying.

Unless he is in prison he can and probably will be signed by someone after next year's draft. I doubt he will actually be drafted.

In NJ, in a domestic dispute, of which Carroo's situation may qualify, by law someone has to get arrested. The arresting officer makes his/her best determination about who that should be, and partly relies on the emotionally-charged statements made at the scene. If someone decides to take the blame--say, to keep a mother or sister or girlfriend from going to jail (I had a friend do this to protect his wife, who had lit him up)--he is the one arrested. The arresting officer is not the judge, the latter being the one who ultimately decides guilt or innocence, unless it goes to a trial, in which case the jury decides.

Right now we all we know is Carroo was arrested. The fact that he was suspended from the team means little as to his actual guilt or innocence, it means he has pending litigation that he must address. When everything plays out, then make your proclamations about whether he should or shouldn't be allowed to play in the NFL or Canada or Europe or finish at Rutgers. If he was punched in the face first, for instance, or if he saw his mother get punched in the face, I have no problem with him reacting in the moment.

Good synopsis of the situation although I think in some areas your facts are weak. First where have you heard that Caroo was arrested? You are the first person to definitively state that. I have not read anywhere in the press that Caroo was arrested.
Secondly, 98% of the time in a DV situation it is the MAN who is arrested, regardless of who is at fault. For a man not to be arrested in a DV situation he would have to have 5-6 eyewitnesses to declare that he took no action at all. Remember DV does not have to be physical violence. It could fall into ANY of these catagories to qualify as DV:

Terroristic threats N.J.S.A. 2C:12-3
Kidnapping N.J.S.A. 2C:13-1
Criminal restraint N.J.S.A. 2C:13-2

The two most common are Assault and Harrassment. I am reserving judgment until an official report comes out.

I think the unfortunate thing is the media has released very partial details and basically convicted the kid before any "official" details have come. For the sake of the young man involved I hope the situation isn't as severe as the reporters are guessing it is. If he in fact did break the law, he should be punished, serve whatever penance he is prescribed and be able to move on with his career/life. I would hate to see what by all accounts is a stand up young man unable to move on a make a living. As a fan base and a society, the fellow should get the benefit of the doubt til all the facts are determined. I honestly hope it works out for all parties involved.
