A few things of note...
A) Eugene's played hard and gave his all, in the best way he could but has dislocated his knee 2 consecutive years.
Everyone who has had this type of injury, should in theory, have surgery to truly correct it....with that comes a 6 to 9 month process and rehab.
B) With the increase of talent and skill levels of the entire roster, minutes were going to be an issue. And Eugene is truly a player that has transformed his entire offensive game. But at heart, he is primarily a low post, up and under, wily veteran type of player.
And without a true comfort level to be a transition 3 point shooter, he's at his best in the low post, not at the 3 point line.
Having Myles Johnson, Shaq Carter, Shaq Doorson CJ Gettys and Doucoure, all of these players were or are primarily low post, back to the basket as their only option of scoring. Having two players with their primary way of scoring as post up players, isn't ideal, if neither can be a threat from the perimeter.
C) Maybe he reconsiders, but if you combine the knee and no guarantees he would last this season ( highly unlikely IMO), perhaps risking his last season of eligibility and not being 100%, was a factor, along with better players and improving players arriving.
If he transfers, he will be in demand, but can sit out this season, perhaps have the surgery to truly correct the knee, go through the rehab and play his last season in 2020-21, knowing he's a lot closer or truly 100%. There's no way he would have ever been 100% at RU this coming season without the procedure.
If he playes this last year here this season, he definitely would've been working harder for minutes, has no assurance his knee would last and would burn his last season and opportunity as a college player, at 50 to 75%.
Eugene is a warrior for giving his all, but the reality is, the youth and Yeboah arriving makes RU a more perimeter oriented team and RU should see better ball movement. From strictly a basketball sense, the ball "stopped", wayyyy more than it needed to when Eugene got it and I'm sure those things could've improved some more. But it's not a guarantee it would've happened.
But Yeboah, Harper can play the 4 and we should see the ball move much more and be a much more fluid 3 point shooting team and drive and kick roster. Myles and Shaq Carter can be the primary low post offensive players.
Tough decision for Eugene, but these are items to consider when all players have Pro Basketball aspirations and goals. If he does transfer, he can get the knee truly corrected and come back in a year somewhere else. Maybe RU suggested he have the knee corrected here and he would have missed this upcoming season.
In any case, RU had no way of knowing how available Eugene would have been this coming season. The fact that he came back twice from it (something not many people would even attempt), doesn't give me confidence he wasn't looking at another one. Definitely not a clear picture but RU has the players in place, whether Eugene transfers now or Eugene stayed and potentially reinjured the knee a 3rd time during the season.
