How much recruiting is on the HC vs. Position Coach?

Of course, I would expect the coaching team discusses prospects and the asst coach makes initial contact, but I wonder who makes the biggest difference to the players?
 
That's why I think Coach Ash changed position coaches in WR to RB and RB to WR today. We lost 2 WR commits and in a spread you need WR's. We can get away with 1 - 2 RB recruits per year but I think you need minimum of 4 WR recruits every year in the spread offense. I don't have any inside info and don't want to make any judgement calls but results speak for themselves, it's a small window but again results were not good in that department.

Just saw that news. If lackluster recruiting was the reason Jafar and Zak switched roles, it's good to see Ash pull the trigger and not be stuck on a previous decision.
 
68.5% position coach, 31.5% headcoach. However, some people here believe it to be 99% old recruiting coordinator, 1% HC.
