Howell freshman wrestler and Rutgers

I have family that lives in Howell and they tell me there is freshman wrestler that is supposed to be great according to people they know who are involved in youth sports. I do not have a name,but was wondering if Rutgers or other schools recruit kids that young or is there an NCAA wrestling rule against that?
 
Kids get recruited even younger than that. If a kid in this whole country is any good, I'm sure the coaches know of him. These kids start wrestling in regional and national tournaments when they're like 5 years old.

Wrestling schools around the country have an advantage that some other sports don't have with local kids in the fact that they're attached to, for example with Rutgers, the Scarlet Knights Wrestling Club (SKWC), and somehow it skirts the rules about kids being able to be in that since it's not officially a school thing. I still honestly don't know how that works.
