Vatech and Miami have been in the ACC for a good 10+ years, i'm talking playing PItt, Uconn, cuse, USF, cincy instead of OSU, MSU, PSU, Michigan, Wisconsin. Yes I'd say we'd have quite a few more wins, quite a few more bowl games.
Well, the metric shown was over the last 13 seasons. Here are Rutgers records and conference schedules (with Massey rank) over that span.
2014 - (8-5) Rutgers (B1G), 1 OSU, 5 MSU, 14 Wisc, 28 Neb, 55 Maryland, 56 TTFP, 62 Mich, 83 Indiana
2013 - (6-7) Rutgers (AAC) - 17 UCF, 18 Louisville,49 Houston, 59 Cincy, 89 SMU, 100 UConn, 105 Temple, 108 USF (Indiana was 65)
2012 - (9-4) Rutgers (BE) - 24 Louisville, 30 Cincy, 40 Cuse, 61 Pitt, 81 UConn, 88 Temple, 89 USF (Indiana was 85)
2011 - (9-4) Rutgers (BE) - 21 WVU, 29 Cincy, 56 Louisville, 64 Pitt, 69 USF, 77 UConn, 82 Cuse (Indiana was 112)
2010 - (4-8) Rutgers (BE) - 28 WVU, 32 Pitt, 47 UConn, 51 USF, 57 Cuse, 60 Louisville, 76 Cincy, (Indiana was 85)
2009 - (9-4) Rutgers (BE) - 7 Cincy, 16 Pitt, 26 WVU, 34 UConn, 46 USF, 83 Louisville, 80 Cuse (Indiana was 91)
2008 - (8-5) Rutgers (BE) - 14 Cincy, 18 Pitt, 31 WVU, 44 UConn, 50 USF, 80 Louisville, 95 Cuse (Indiana was 103)
2007 - (8-5) Rutgers (BE) - 3 WVU, 17 Cincy, 20 USF, 33 UConn, 55 Louisville, 64 Pitt, 100 Cuse (Indiana was 65)
2006 - (11-2) Rutgers (BE) - 5 Louisville, 10 WVU, 36 Cincy, 38 USF, 55 Pitt, 73 UConn, 75 Cuse (Indiana was 68)
2005 - (7-5) Rutgers (BE) - 10 WVU, 18 Louisville, 37 USF, 89 Cincy, 62 Pitt, 75 UConn, 104 Cuse (Indiana was 79)
2004 - (4-7) Rutgers (BE) - 31 WVU, 32 BC, 42 Cuse, 34 Pitt, 59 UConn, 103 Temple (Indiana was 90)
2003 - (5-7) Rutgers (BE) - 7 Miami, 33 VTech, 45 BC, 29 WVU, 35 Pitt, 60 Cuse, 103 Temple (Indiana was 102)
2002 - (1-11) Rutgers (BE) - 1 Miami, 19 WVU, 23 VTech, 29 Pitt, 33 BC, 74 Cuse, 77 Temple (Indiana was 94)
So... at least according to Massey end-of-season rankings, whatever that's worth... Indiana would have been ranked ahead in just 12 of those 92 games (and 4 of those were in one year, 2013). Rutgers went 39-53 in those match-ups.
