Telling public "masks don't work" so that they wouldn't buy any masks that weren't even available is a bizarre excuse the CDC made . People in authority failed to ensure US had stores of PPE. To deflect from that they made excuses by minimizing the need for masks. They said public doesn't need them and only certain MDs/staff in close contact needed masks.
This got more bizzare when staff and doctors brought their own mask in and then were told they couldn't wear them because CDC said they didn't need them. However staff and the public soon figured out they needed masks no matter what CDC said, and then CDC changed its advice to confirm what the people had figured out on their own. Then CDC said it was ok to wear homemade masks when a lot of those are garbage. But states made the things mandatory anyway (even after they killed off seniors mismanaging them).
CDC was also telling people virus was only caught via droplets but then said it was airborne - which is what Chinese researchers said in January
You don't want to blindly trust bureaucracies in an emergency because its often a mistake.
Doctors Say Hospitals Are Stopping Them From Wearing Masks
"Many doctors, nurses and other hospital workers say they don't feel protected and are afraid in the midst of a shortage of masks and other protective gear. Some are bringing their own supplies... Meanwhile, some hospitals are instituting strict policies that bar medical workers from bringing their own personal protective equipment, or PPE, to work, or limiting how much protection a person can wear because of a shortage in supplies...First, Buckalew (Dr) said she was told it was against hospital policy for health care workers to bring their own gear. Then, she said, administrators told her if she wore her own N95 mask, others would want to wear the masks as well and the hospital didn't have enough. Finally, Buckalew said, it was that CDC guidelines don't require the mask at all times.

Centers for Disease Control and Prevention took down a statement about airborne transmission of the coronavirus, the agency on Monday replaced it with language citing new evidence that the virus can
spread beyond six feet indoors.
“These transmissions occurred within enclosed spaces that had inadequate ventilation,” the new guidance said. “Sometimes the infected person was breathing heavily, for example while singing or exercising.”
The incident was only the latest in a series of slow and often puzzling scientific judgments by the C.D.C. and by the World Health Organization since the start of the pandemic. Despite evidence that use of face coverings can help cut down on viral spread, for example, the C.D.C. did not endorse their use by the public until April, and the W.H.O. did not do so till June."
