It was correct. Clock only stops if offensive player is the one initiating the step out of bounds. Wisconsin forced him out (initiating contact in bounds) so clock runs.

I think they should have gone for it, even though Wisconsin has 3 TOs. It was 3 yards so it's doable maybe if it 7 or more then I'd consider punting.
