They don't. The Big Ten schedules Big Ten conference games. Teams schedule out-of-conference games. The Big Ten Network (different than the conference) decides whether they want to broadcast out of conference games, such as this one, and they'll work with the school to set the game time.

because we have allowed these teams to get in comfort zone...Hartford and now Stony Brook, have to play better earlier to keep confidence down when playing lessers
