What is the meaning of “has entered the transfer portal”?

I have filed NCAA paperwork and I give up my athletic scholarship and it’s benefits and privileges.
I have chosen to move on to a better situation and opportunity.
Or does it simply mean I’m looking and I’d like to retain my scholarship and benefits and privileges until I find the right landing spot?

The former, mostly.
 
What are you talking about giving up scholarship?

Players and other schools are unable to talk to each other while the player is “under contract” with their current school.
Player has to submit paperwork to their school that they are going to explore transfer opportunities.

The “portal” isn’t a real thing.
It’s just a database/ list of players who have submitted paperwork.

The process is still the same as “pre Transfer Portal”.
Now the names are just public for every school to see.
Before it was all word of mouth about who was available.

Previously, players actually had to get permission from the school. Remember back in the day schools would put restrictions on transfers “no in conference teams or anyone on a future schedule”.

… To coaches, I think it means that a kid is no longer committed to the team.

I’d be curious to see the percentage of kids who enter the portal, and don’t transfer. I’d imagine most do. Why would a coach invest playing time in a kid who doesn’t want to be there? If you enter the portal and can’t move up, you better be prepared to move down.

While I agree with most of your post the above sentence caught my eye. If you believe that everyone is adhering to that concept I believe that you’re being very naive. There are players who entered the portal knowing in advance where their next landing stop is. It was a done deal before entry. How that happened without prior communication is truly a mystery.

Technically they can’t talk to the player, but I don’t think HS coaches (or perhaps parents?) are off limits.

“Technically” being the operative word, but logic without cynicism suggests it’s happening. The NCAA creates a rule, but who’s going to actually enforce it? They’re so spineless do they have any interest or stomach in enforcing it? In our brand new World of college football, for some anything goes. Unfortunately those who adhere to rules supervised by the blind will only fall farther behind.

Free Agency starts at 12:01am and Player X agrees to a 4 year/$137m deal at 12:02am.
Tampering is a skillful art form.

I meant “officially” they have to placate the process and file paperwork.

Even by following the rules, I am sure most kids have a close family member or friend of the family who can comfortably negotiate on their behalf.

FWIW, kids can also negotiate NIL deals on their own before entering the portal. If they sign an NIL contract with a car dealer in College Station before entering the portal, you can safely assume the family knows a scholarship at A&M is waiting.

I'm sure some players know in advance, but there are a lot of players who have been out there for a a long time

This is where some data might be helpful. I assume most move on, but not always to greener pastures.

True, and that’s the tragedy of the portal. I read but I honestly can’t remember where that over 40% of the kids that entered never found a scholarship home. Some get processed, some are afraid of competition, some are given terrible advice from “friends” or family members, some are just flat unhappy where they are or have family issues. There’s probably several more reasons good and bad, but there definitely appears to be a great many victims.
