The republicans are looking for a payfor for not taxing tips and overtime. One of the proposals was to tax non cash benefits given by companies (ex gym membership or free meals). I would think athletes that are paid directly for playing basketball would have to pay tax on the value of their scholarship in addition to obviously the money get they paid.
