Is there a rule prohibiting conferences from having a 4 team playoff? Yes, it would diminish the regular season some, but it would allow two teams from the same conference division to play for a conference championship if they are the two best teams. Would also be a back door to an expanded college football playoff if conferences could coordinate their schedules.

Yes there is. They only allow for a 13th game for the championship. Hypothetically a conference could get away with it as the 12 game. So the semi finals would be a 12 game. So the last week of the season a conference could match up the two top teams in each division for the semi finals. It is possible but not really practical. A similar thing is done in division 2 in the PSAC conference in pa. D2 doesn't have conference championship games so what they do is the last week of the season every team has a cross over game scheduled. The two teams who win their division play each other for the autobid to the tournament. The two teams scheduled to play them now play each other.
