For the avoidance of doubt, the only thing confirmed is that he’s under investigation for an inappropriate relationship and that alone would, in its own right, be enough to get him fired. When you cross that line, everything and anything can be construed as a conflict of interest. Thats why it’s not allowed in the first place. One thing I’m fairly certain of is that there was a reasonable business purpose for the salary raise. At least on paper. Hobbs isn’t a complete idiot and he wouldn’t have sole authority to double any employees pay without going through proper channels. But again - none of that matters for Hobbs. Once you cross the line, motivation behind decisions is open to question.
