The reason they don't label something as terrorism right away is to control the reaction from the public. You can always change the label later when you have more information.
Same reason you don't implicate an immigrant because people will go hunt out some poor innocent Arab American if you say it was an immigrant.

I actively use items like that as activities in classrooms to have students look up real vs fake quotes. So I would love to see where I am wrong.
