Unless Dylan (I'm assuming Dylan told him directly since the tweet says so) told him not to tweet it, a reasonable expectation is that Woj will break the news.
I doubt Woj would go against a "don't tweet this" request. He's been doing this for years and would ruin his reputation and contacts if he was going off and tweeting news that he wasn't supposed to.

A reasonable expectation would be for Woj to tweet the decision out to his millions of followers right after Dylan had his moment on his decision day…..not tweeting it out 20-30 minutes prior.
