Actually, I'm not sure if Rhode Island actually retired #23 or not but the Google machine says that Rhody the Ram wears #23 because the school was founded in 1923 or something.

I thought maybe the "link" may have something to do with the "links" aka golf because I thought I remember hearing about some golfer that attended Rhode Island last year but couldn't figure it out.
