Are there any NCAA rules that don't apply to all schools equally?

Are the conferences expected to invoke salary caps?
What if Big Ten does and SEC does not?
The NCAA is on life support as a governing entity. They are worthless.
Let's not go down a what if rabbit hole. Anyway, salary caps within conferences or something like it will be one way of ensuring some sort of parity (that's probably the wrong word). Even with that, the SEC schools will find a a way to cheat and skirt the rules.

Can you foresee another way other than "salary caps," even if that could come to fruition? We are looking pretty far into the future.

Exactly. Nobody would ever suggested it would be equal across all NCAA teams.
The NCAA's days are numbered anyway.
The P4 or whatever they will become P3 or P2 can make conference rules. The others will be like the XFL and G League

That's the only logical outcome.
Many seem resistant.

IDK. This is sucking the fun out of the whole endeavor for me. But you have made many valid points that this writing was on the wall all along. But this NIL stuff has shined a light on it and brought it all out front. No easy answers.

Just realized with the men's hoops team finishing with a losing record this year, Rutgers has not had winning seasons in BOTH men's hoops AND football since the 2005-06 football/basketball seasons.

A collective bargaining agreement could specify the caps for each conference and make them mandatory. The same could be done if the NCAA gets an antitrust exemption. There's nothing requiring that all rules be the same for everyone.

That's a nice title. Of course, there is no pay, because all the money has been spent. 😂
