He stutter-stepped and slowed down to go hard into the body.
It was not a basketball play or a horribly stupid basketball play if you give him a huge benefit of the doubt.
It was the kind of play an athletic football player makes who hasn't played much basketball.
I don't know the specifics of the NCAA rule, in the NBA he's tossed 100% of the time on that play.
The NBA rule is likely holding players to higher expectation of body control.

His intent was to take out frustration and put a hurting on Paul. I mean it's fairly obvious based on his actions the entire game. Not sure why you can't see that.

I sit at mid-court and there was intent to hurt McConnell.....that is a flagrant foul.
After the game, Reese said something to McConnell in the greeting line and smirking to his teammates.
A Rutgers coach said something to Reese. His facial expression was that of a punk!
And as would be expected, he currently leads the entire conference in personal fouls.
