I don't know, the bit about not enough police officers for enforcement sounds like the merry go-round going round.

Good that they're working in it, though.
 
This should be funny. The number that the authorities come up with is going to be nowhere near what most students find acceptable, or should be acceptable, for a tailgate. I'm gonna go out on a limb here and assume that they allot 4 people per car space and figure out the total number of participants in "the alley" that way

I think the bottom line is many students are looking for a "safe space" for underage drinking. I'm guessing that ain't how the University sees this working out. I hope they do come up with something but I expect to see a bunch of "Dude, the cops confiscated my brew!" posts.
 
The concession the students should make is that it ends totally and empties out lets say 20 minutes before kickoff so they are in the seats on time for the game. They can party for hours before hand (and maybe afterwards)
