yep to me its really reckless for an outgoing admin to start throwing alot of bs declarations out there to push their agenda and this recommendation is one of them not evening into the bs from yesterday which for some reason isnt being fact checked by the usual suspects on the board

Thoughts on if Grant is playing more because he’s rapidly developing or because some other dynamic changed? In today’s world if a player adds needed value, you play them because there’s a very real likelihood they transfer at the end of the year, even if they are a freshman.

A few weeks ago the team was in a disastrous state and he wasn’t seeing the floor, leading me and others to believe he was another probable recruiting miss if he couldn’t crack the rotation.

I think that's what he's doing by reopening recruitment.
Chris probably felt he had a good chance to start when he picked the fruit as his destination and then after talking to the staff felt he had better find another program if he would be assured of being considered a WR starter going intro spring practice .

Seems to me that “guidance” is more opinion which is easier to sidestep or change versus “regulation” which is more letter of the law and more difficult to overturn and must be adhered to.

You're right, but . . . Imagine a prosecutor says, "I interpret the law to require that you stop doing what you're doing. If you keep doing it, I'll prosecute you." What the prosecutor says does not have the force of law -- only a court could actually punish you -- but wouldn't you think quite seriously about whether to stop what you're doing? The same is true here; no school wants to risk being subject to an enforcement action that might cost it federal funding. This is why agency guidance is so important even though it does not have have the force of law.

I think we actually agree, it's just a matter of being explicit. When I see a 3-6" swath, to me that means close to 3" at the SE border and close to 6" at the NW border of the swath, so I don't think the areas you mentioned would get 6".
