I don't like throwing so short on goal - turns a pass play into a run play.
Especially when the receiver has to catch, turn, and run up field, and our receivers can't block for shit

Its a balance between letter of the law and spirit of the law.
A defender can make a high hit to head/neck area but if it seems incidental vs intentional (no mens rea or guilty mind) its all good.
A great example of obvious targeting is launching.

That's his MO. Set expectations low so that when his teams live down to them he can just keep telling everyone it'll take more time and he needs another five year extension.
