It’s absolutely a combination of talent and coachingThe OP could literally have been titled "Big Rivals Recruiting Rankings Don't Necessarily Mean Wins".
Even during HC Ash Era everyone said we had the worst talent in CFB.
But yet our recruiting rankings were never actually worst in CFB.
It's this myth that only better recruiting = better results.
Everyone enamored with the next "Big Name Coach" to instantly turn around recruiting and think recruits just ignore actual results on the field.
Hire for coaching, not recruiting.

NIL can be used for portal players too, that was the big worry in the other NIL thread. All your good players would be pillaged if you're a lower status team. We have a group of fans who think it's still 1970 and who think we're going to be able to slowly build up talent year after year and compete with the bluest of the blue chips. How exactly is the team supposed to attract ever better talent year after year if it isn't winning much and giving better players reasons to commit? Recruiting in Year 3 is falling off precisely because of this. The market will eventually even itself out, right now it is the wild west. But in order for us to be a major player in college football, we need to significantly step up in the NIL game or else we will continue to get steamrolledAnd we're never going to spend 10s of millions on NIL long term either and frankly most schools likely won't.
Like I said whatever was there before is likely the same now, it's not like some pedestrian program had all this money dammed up waiting to be released for NIL. If it was there before, it's there now. If it wasn't before, it's not now. There might be a few exceptions but by and large that's likely the case. The dynamics of the landscape haven't changed for the most part.
If that be the case, coaching and doing more with less is what we have to do. I accept that and am fine with it. My point is I don't see any signs of the sky falling yet with NIL and portal etc...opportunity to move up is as good as it's ever been for lower status programs.

You think the same market forces that caused that split will somehow disappear when this new Premier League is born? (Hint - it won’t, see the actual EPL). On average, half of that top 25 will be underwater. Are those fans ready for that? Are they prepared to be the next Indiana, Vanderbilt, RU? Will those tailgates be fun? Will those sellouts continue? With in-bred decades of winning and expectations, I’m gonna guess no. These schools are NOT like schools like RU or the minnows in the EPL. They won’t just be “happy to be there”. Apathy is just around the corner…
