OT: probate advice in Connecticut

My cousin passed on and there is no direct relative (spouse, child, or parent). Does anyone have experience with how Connecticut does things? The social worker at the hospital mentioned somethings called title 19 which gives money towards a burial but I am not sure how it all works. Any help is much appreciated.

Title 19 is Medicaid. They'll chip in $1800 minus whatever assets he has.
