As for "preventing verification" the main issue was states who wanted to investigate what had happened in elections. Evidence had come to light that there were questions and irregularities. Just like Al Gore wanted Florida vote reviewed, states wanted to examine things like counts stopping "for the night" but then quickly resuming as vans and such brought ballots in.
Some states had changed election laws without the legislature and that was confirmed as unconstitutional later. Trump and his lawyer wanted states to be able to check on their situations. "Overturning" was more media kabuki. Blues love the Jan zoo but most people in polls believe there was more going on than meets the eye.
