It's definitely a small market team issue, but I have been impressed with the Brewers ability to remain competitive and re-tool on the fly without ripping everything down. They may think that this isn't the year and that getting multiple guys back for one reliever will get them there in the future. And with all that, once you get in the playoffs, anything can still happen.The Hader thing smells of a small market team unable to hang onto a quality player, so move him to get something out of it. It gives them options. They also haven't won a WS ever so if they can win one in the next 2 years it'll be worth it. They could recoup prospects by trading Soto or maybe they'd sign him and try to offload Machado or Tatis.
