Can anyone tell me, does Rutgers have its own line item in the state budget each year, or are all the public colleges and universities allocated a certain percentage of an allocation for higher ed? Does funding to Rutgers vary year over relative to other NJ publics?

Camden, do you know if they have a formula for how they divvy that up? Or could different governor favor a different college or university relative to others?

There is no formula. Camden is basically saying that a rising tide lifts all boats. If the state is interested in spending more on higher education, then all state colleges benefit. If they want to spend less, then all state colleges suffer.

And while the Governor's budget might use a 5% increase across the board as the starting point for the allocation for each higher education line item, the actual amounts given on each line item can be individually adjusted at will.
