I think speaking on a cell phone or texting is more dangerous than not wearing a seat belt. I see about 30% of drivers on their cell phone.

People that get lost on the highway that stop in the middle of the highway to gather their thoughts or drivers in the left lane of a 4 lane highway making a right hand turn because they are lost.
