Nope. Defenseless receiver is defenseless no matter what. The tip only negates a potential pass interference call.

I’m no rule guru - so I guess that “should” have been “targetting” as the rule is written?

But whenever I see plays like that I always think intent. I didn’t see anything that suggested any intent to harm. I just saw a guy making a tackle. The defender would have had to VERY QUICKLY change his body to tackle him in some other way.
