Since the article doesn't enumerate any specific challenges that would be faced by the USN/USAF (the objecting parties) perhaps you'd enlighten us as to what those specific challenges are.

My take on the article is that the headline is intended to be eye-catching and is thus hyperbolic. The article itself merely presents some logistical issues with geographical conflicts between military and wind energy use.
But nothing discussed in the article appears like it would be difficult to resolve. And neither the military nor the wind energy stake-holders appear particularly worried that the conflicts cannot be resolved in due course.
To borrow from a popular CE phrase, it's a nothingburger.
